Fire Ratings and Wall Finishes: What Class 1 Means

When you plan a commercial fit-out in the UK, fire safety rules shape almost every material choice. Wall finishes are a major concern because flames can spread rapidly across large surfaces if you specify the wrong products.

Choosing compliant internal linings is how you meet Requirement B2 of the Building Regulations, which deals with fire spread over internal linings, and it’s how you protect building occupants. Here’s how the testing systems actually work.

The British Standard Testing System for Internal Surfaces

For decades, the UK construction industry has relied on British Standard 476 to assess how materials react to fire. Part 7 measures the lateral spread of flame along the surface of a wall or ceiling, tracking how far and how fast a flame travels across the material when it’s exposed to a heat source.

The results sort materials into classes from 1 to 4. Class 1 represents the best performance, showing the lowest flame spread (within 165mm of the reference point in the test). It’s worth pointing out that Approved Document B now uses the European reaction-to-fire classification system as its primary framework, though many British manufacturers still list BS 476 classifications alongside Euroclass ratings on their technical data sheets.

How Class 0 Differs from Class 1

People often confuse Class 1 with Class 0, but they aren’t the same thing. Class 1 only looks at how flame spreads across the surface. Class 0 is a stricter classification set out in Approved Document B of the Building Regulations, and it isn’t a single British Standard test. It’s a combined benchmark: the material has to achieve Class 1 under BS 476-7 and pass the BS 476-6 Fire Propagation test, with a fire propagation index (I) of no more than 12 and a sub-index (i₁) of no more than 6.

In practice, that means a Class 0 material limits both flame spread across its surface and the amount of heat and fuel it contributes to a developing fire. That’s why Class 0 has traditionally been specified for higher-risk areas like circulation spaces.

The Transition to European Fire Classifications

The UK construction sector has been moving away from BS 476 towards the Euroclass system set out in BS EN 13501-1. It’s a more detailed reaction-to-fire classification because it evaluates a broader range of hazards, including smoke production and flaming droplets, not just flame spread.

The Euroclass scale runs from A1 down to F. A1 materials are classed as non-combustible (concrete, stone, steel). A2 materials are “limited combustibility”, meaning they contribute a very small amount to a fire but aren’t fully non-combustible. Classes B through E cover progressively higher combustibility, and F means the material either failed or wasn’t tested. Full Euroclass ratings also carry smoke (s1 to s3) and flaming droplet (d0 to d2) suffixes.

Fire Compliance for Internal Wall Linings

Commercial settings like kitchens, food production areas and hospital wards need wall finishes that clean easily and hold up to constant use. Specifiers have to balance hygiene with strict fire performance. In these areas, specifiers often turn to a hygienic wall cladding sheet because PVC systems combine an easy-clean seamless surface with tested reaction-to-fire performance.

Most reputable UK-supplied sheets achieve a Class 1 fire rating under BS 476-7 with self-extinguishing properties, and some products are also certified to Class 0. That’s enough to satisfy Approved Document B for most general areas and individual rooms.

Escape routes and circulation spaces typically require the higher Class 0 standard, so specifiers should check whether the product carries Class 0 certification before using it in corridors or protected routes. Certification varies by product and thickness though, so always request the test data and check it against the intended room use before you specify.

Key Fire Safety Zones in Commercial Buildings

Different areas within a commercial property carry different fire risks, which drives the rating your wall finish needs. Corridors and protected escape routes demand the highest level of surface performance because they’re critical for evacuation. Approved Document B Volume 2 typically calls for Class 0 (national) or Euroclass B-s3,d0 (European) in these circulation zones to stop fire blocking exit paths.

Individual rooms can have lower requirements than circulation spaces, but the Euroclass needed depends on the purpose group, room size and whether the building has a sprinkler system. For walls in larger rooms, B-s3,d2 is common. Smaller rooms in some building types may need only C-s3,d2. Always check the specific table in Approved Document B Volume 2 for the building type.

Specifying Wall Finishes That Pass Building Control

Selecting the right wall finish involves a balance of functionality, hygiene and legal compliance. BS 476 terminology like Class 1 and Class 0 is still in everyday use across UK specifications, but Building Control and fire engineers increasingly want to see Euroclass ratings on certification documents. Keeping on top of both systems protects your project from expensive compliance failures later.

Always ask suppliers for the full test data sheet and certification before you sign off on a purchase, and confirm the classification matches the specific room use it’s going into.
